PVNC Catholic launches new Multi-Year Strategic Plan: Inspire. Thrive. Connect.

The Peterborough Victoria Northumberland and Clarington (PVNC) Catholic District School Board has launched its new Multi-Year Strategic Plan (MYSP) — Inspire. Thrive. Connect. — a guiding framework that will shape the Board’s priorities through 2030.

Rooted in faith and community, the plan reflects the collective voices of students, staff, families, clergy, and community partners who participated in conversations, town halls, and online engagement opportunities throughout the past year.

“My hope is that every student, family, staff member, and community partner will see themselves reflected in these pages,” said Director of Education Stephen O’Sullivan

Built around three bold pillars — Inspire, Thrive, and Connect — the plan articulates the system’s renewed vision, mission, and values:

  • Vision: Rooted in community, formed in faith, ready to change the world.
  • Mission: We accompany students in faith-filled, safe, and inclusive Catholic schools - nurturing their God-given potential in heart, mind, and spirit.
  • Values:

Board Chairperson Kevin MacKenzie emphasized that the MYSP will serve as the compass for all future decisions:

“Every budget, every initiative, every major decision will be made with this plan as our compass,” MacKenzie said. “It will shape how we allocate resources, how we develop policy, how we monitor progress, and how we hold ourselves accountable.”

The MYSP was developed over several months and was guided by the theme “Your Voice. Our Future.” capturing the spirit of shared discernment that defines Catholic education.

As Bishop Daniel Miehm shared in his message:

“As a Catholic educational community, we will embrace these as gospel priorities over the next five years, inspiring young people with the teachings of Christ, helping them to grow, intellectually, emotionally and spiritually, while building the communion and solidarity to which God always calls us.”

The PVNC Catholic Multi-Year Strategic Plan serves as a roadmap to strengthen learning, well-being, equity, and faith in every school, every day.

Phase 1 (Background)

Welcome to the PVNC Catholic Multi-Year Strategic Plan (MYSP) Engagement Project

Every three to five years, Ontario school boards are required under the Education Act to develop a Multi-Year Strategic Plan (MYSP)—a roadmap that guides decision-making and ensures accountability in delivering high-quality Catholic education.

At PVNC Catholic, strategic planning is more than a requirement—it’s an opportunity to strengthen our faith-based learning community and set clear priorities for student success, staff well-being, and community engagement. Through this plan, we will:

✔ Set priorities that align with our mission and vision
✔ Guide planning and decision-making for budgeting and educational programs
✔ Focus energy and resources to maximize impact
✔ Ensure alignment among staff, partners, and stakeholders toward common goals

Most importantly, strategic planning serves as a roadmap for our organization, guiding us in our mission to nurture faith-based learning and student success. Rooted in Catholic values, it helps us focus on key priorities over the next three to five years, ensuring our schools remain places where all students can grow in knowledge, faith, and well-being.


How This Process Works

The engagement process is divided into two phases:

  • Phase 1: Exploring Themes (Current)
    We are gathering broad, open-ended feedback to understand what matters most to our community. Your responses will help us identify key themes, values, and strategic priorities.
    Your feedback in Phase 1 will directly shape the key themes we focus on in Phase 2. Make sure your voice is heard by sharing your thoughts today!

  • Phase 2: Refining & Prioritizing (Coming Soon)
    Based on the feedback from Phase 1, we will refine the key themes and ask stakeholders to rank priorities to ensure they reflect the community’s needs.

How to Get Involved

There are multiple ways to take part in shaping the future of PVNC Catholic:

Phase 1: Share Your Voice – Complete the Phase 1 consultation below to tell us what matters most. Your insights will help us identify key priorities for the future.

Attend a Town Hall – Join an in-person session to engage in discussion with colleagues, parents/guardians, and community members. Town Halls provide an opportunity to collaborate in small-group discussions, reflect on key priorities, and contribute ideas in a guided conversation.

Phase 2: Help Set Priorities – Once we’ve gathered initial feedback, you’ll have the chance to rank priorities in Phase 2 to ensure we focus on what matters most to our community.

Welcome to Phase 2 of PVNC Catholic’s Multi-Year Strategic Plan (MYSP) engagement process—and thank you if you’ve been part of the journey so far!

In Phase 1, we asked for your big ideas—and you delivered. We heard from hundreds of students, families, staff, and community members who shared their hopes and priorities for the future of Catholic education in our Board. (If you’d like to learn more about Phase 1 and why we’re going through this process, click on the Phase 1 tab below.)

In this phase, we’re keeping things simple and interactive. You’ll be asked to rank values, rate a few options, and later share your thoughts on the priorities we’ve drafted. It should take about 5–7 minutes to complete.
